Diabetes Health & Wellness Institute Names New President

Former HHS Deputy Executive Commissioner Assumes Role

Charles E. Bell, MD, formerly a deputy executive commissioner for health services with the Texas Health & Human Services Commission (HHSC), is the new president of the Diabetes Health and Wellness Institute (DHWI) at Juanita J. Craft Recreation Center. His appointment was effective Jan. 9, 2013. 

 “I’m pleased that Dr. Bell will be working on behalf of the Diabetes Health and Wellness Institute and Baylor Health Care System.  With his medical training and his current relationship the Texas A&M Health Science Center, he is uniquely qualified for his new role at DHWI,” says John McWhorter, president of Baylor University Medical Center and senior vice president of Baylor Health Care System.  

“He will work with the management team of DWHI, especially Julie Grim, who will continue as vice president of operations. Julie served admirably as the interim president of DHWI for nine months, and I am grateful for her service,” McWhorter adds.

Dr. Bell, who was with the HHSC from 2003 to 2011, has executive administrative and management experience in public health and health policy development, particularly in Texas Medicaid programs, including the Texas Children’s Health Insurance Program. He also has extensive experience and skills managing the legislative process in state government. As a physician, he brings a wealth of knowledge in clinical health and public health services.

During his tenure with HHSC, Dr. Bell also served as interim commissioner of health for the Texas Department of State Health Services from September 2005 – December 2006, responsible for management and oversight of health related to regulatory programs. He has been working in the Texas public health sector since 1987. 

Dr. Bell received his medical degree in internal medicine from UT Southwestern Medical School in 1983 and served a clinical internship in internal medicine at Saint Francis Hospital in Hartford, Conn. In 1987 he earned a Master of Science degree in Health Care Administration at Trinity University in San Antonio.
